Fill The Spot: 193 Green Street

Owners tried unsuccessfully last year to convert this former convenience store to a motorcycle club

Last summer, there was an effort to fill this particular spot but it remains ripe for new use after neighbors and a city commission didn't care much for the proposed redevelopment.

The building at 193 Green Street, also known as 23 Tilley Street, is a small cinder block building with large street-facing windows and about 1,000 square feet in the main space. It was most recently used for the convenience store Frugal Frannies and had a bright orange paint job. Although some of this survives in the rear area, the building has since been repainted with a more dull tan color.

This work preceded the building owner's proposal to convert the building into the headquarters for the Death Masters Motorcycle Club, which has a New London chapter dating back to 1982. The proposal said the club has been involved in fundraisers for homeless veterans and other causes and that the new use would include a five seat bar. The club later submitted a petition with names of supporters of the project.

The idea earned heavy criticism from neighboring residents, including the Apostolic Cathedral of Hope and Starr Street residents. The latter worried about increased noise and the feasibility of a club in the area.

"Allowing the use of this property to change to allow for nighttime operation and serving of alcohol, drastically increasing congestion, at an already very busy intersection, will not have a postive impact on our neighborhood," said a letter from the Starr Street Neighborhood Association.

The New London Police Department said the planned on street parking was not available and that it would be difficult to add it due to the amount of traffic in the area. Mayor Daryl Finizio weighed in after residents brought concerns to him, saying a motorcycle club headquarters was "not in keeping with the spirit and character of the neighborhood."

The Planning and Zoning Commission denied a permit for the club on Aug. 16.
