Is New London Getting Shortchanged By The State?

The Connecticut Conference of Municipalities says Connecticut's 169 towns have received little increased aid from the state over the years, putting an increased burden on local tax collecting

Connecticut’s 169 municipalities have gotten little increased financial help from the state in the last five years and remain overly dependent on state aid, the Connecticut Conference of Municipalities says.

CCM, the main lobbying group for local communities, released a bulletin Monday to candidates for the state’s General Assembly urging them to make education funding a priority in the coming year, according to the Connecticut Mirror.

In New London, the City Council will meet Thursday to consider a revised $41.4 million municipal budget and tax rate of 26.6 mills after voters rejected a $42.3 million budget and tax rate of 27.22 mills. The revised tax rate is a 5.1 percent tax increase.

Mayor Daryl Finizio and some members of the City Council have said the main reason for the budget increase is to correct for revenue shortfalls. One major reduction was a distressed municipality grant from the state, which was budgeted for $2.2 million in 2012 and $1.6 million in 2013.

State aid for towns overall stands at about $3 billion per year, while Connecticut’s 169 towns collectively raise about $9 billion annually from local property taxes, James Finley, CCM’s executive director, told the Mirror. State aid to towns has remained relatively flat over the last five years. When you factor in the rate of inflation, that means towns have actually lost financial ground during that five-year period, Finley added.

The state aid figures represent an over-dependence by towns on local property taxes, something the General Assembly should address by closing shortfalls in education funding to towns, Finley said.

"The key to property tax relief is education finance reform," Finley told the Mirror. "The overdependence on the property tax is unsustainable, and hometown Connecticut is in desperate need of revenue assistance."

Education finance reform, while needed, will do nothing to to provide relief to our towns. In cities such as New London, the Education side of the budget will eat the increase. Our general fund will see none of it. Thank you to our Superintendent, for making sure that happens here.

Dirk, this guy posts negative comments about the public employees all the time. It is digusting that he is allowed to post a comment like this regarding "they will get to you when they feel like it". All the public employees do a great job in this city. This comment should be removed, he is spreading viscious rumors and causing the public to turn against our public safety members. These type of comments should not be allowed, period.

William the way I see it is that the FF's and the city might be back in negotiations before they are even into the new plan. Remember there is a 18.5 percent cap. The way it is rising day by day they might not even end up going into the plan. Then again we will be at square one.

People say ridiculous things on here all the time , and i've definitely seen alot worse. And really you if believe everything posted on here that's pretty sad. But one thing i've never done is taken anytime to find out peoples real names or where they live . It just seems kinda creepy and stalkerish. What's the difference between someone using a fake name or leaving out thier last name anyways?

I guess Rob you have a problem when people don't agree with you or are just trying to voice their opinions. But to your answer yes I do own a house by the highway. It's on the almost dirt road on the north side. If you happen to work for the city you would never find it. No one even comes up to the North side. So what is your last name and what property do you own?

Instead of wasting everybody's time with your whining, perhaps you should learn how to use this comment section; If you feel something is inappropriate, click 'Flag as inappropriate", it doesn't really get any simpler than that. Once flagged, Dirk (or another cognizant Patch employee) will address it....'when they feel like it'.

Rob I agree we have in my opinion the best fire dept. in SECT. Their response time and their abilities to save structures are beyond great. The only problem I have is that they gave up their rights to free speech in their contracts and they must support the Mayor. I do have a problem with the Public works guys,not all but some. I will clarify that from now on and leave the cops and the ff's out of my anti union rants. Now back to the real subject, Is New London getting short changed by the state. Oh Hell Yea and by the non profits in our own city.

Does he think that just because he has a property in New London and may not truly reside in it, that he is a New London resident. I would be interested in hearing his spin on this.

You can fool some of the people some of the time but you can't fool all of the people when they haveRead More Kathleen Mitchell looking out for them. This is just sickening how with all the evidence that Kathleen has provided that Jeff Smith is not suspended as of today. The arrogance of this entire administration is beyond belief. I want to know what the Mayor has to say about this and I also would like to hear from Macrino, Hyslop and Passero.
