$4.3 Million In New London Road, Sidewalk Improvements Outlined For 2014

Thirty-one New London roads would receive paving or sidewalk work for a $4.3 million price tag under a road improvement plan put before the City Council on Monday.

Public Works Director Tim Hanser said in a memo to councilors that the proposed work is part of a five-year road improvement plan estimated to cost $20 million. Paving, sidewalk and curbing improvements, and pavement preservation are included in the plan.

The Council unanimously referred the plan to the Public Works Committee for further discussion.

Improvements would be made to the pavement on 24 roads, pending the appropriation of $3 million in funding. This would also improve the roads’ sidewalks and curbing, remove or add trees and street furniture as needed, and update signage. The streets that would see improvement and the estimated cost to do so are:

  • Riverview Ave., $200,000 
  • Sander Street, $200,000 
  • Spring Street, $90,000

The plan calls for improvements to sidewalks and curbing only for seven roads, pending the approval of $1,306,000 in funding. This work would also include any tree removal or planting, addition or removal of street furniture, and updating of street signs.

With the exception of the Colman Street and Pequot Ave. work, this sidewalk and curbing work was set to take place under $1.6 million approved by the Council for paving and sidewalk improvements in this fiscal year, using funds from a $15 million bond issue approved in 2011. The work, as well as the Buell Place paving, was delayed to the 2014 year due to a state deadline for New London to complete curbing work on a state-owned section of Jefferson Ave.

Hanser said work on these projects may resume in the 2013 fiscal year if bids for the work come in below estimates. He said that if funds are available, the department is also proposing streetlight improvements to the roads scheduled for sidewalk work to reduce energy consumption and light pollution and improve light quality.

Hanser also requested $150,000 to go toward pavement preservation efforts, with roads receiving this work to be determined.

“One key to any road maintenance program is to extend the life of roads that are still in good condition,” said Hanser in the memo. “Work like minor patching and crack sealing can extend the life of these roads, which reduces the long-term costs to maintain them.”
