Police arrest 20-year-old suspect after morning shooting

Police have arrested a suspect and are seeking a second man after a morning shooting left a man dead.

Deputy Chief Marshall Segar of the said a man was fatally shot in an apartment at 252 Montauk Ave. at 4:17 a.m. Segar said an investigation by the New London Police Department, State Police Major Crimes Unit, and New London County State's Attorney's Office determined that two men committed the crime and fled the scene.

Along with the Old Saybrook Police Department, Connecticut State Police, and Department of Energy and Environmental Police, New London officers arrested 20-year-old Evan J. Holmes later in the day. Holmes, who was apprehended at the Day's Inn on Route 1 in Old Saybrook, is charged with murder, home invasion, and first-degree burglary.

Police are also seeking 18-year-old Davion Smith, of 93 State Pier Road, on the same charges. Smith is described as a five feet, four inches tall with a weight of 130 pounds and dark complexion. A photo is included in this article.

Segar said Smith remains at large and should be considered armed and dangerous. He said Smith is believed to be in the greater New Haven area.

Segar said the victim is not being named at this time.

According to an article in The Day, Holmes was sentenced to 18 months in prison in March after he was convicted of shooting then 17-year-old Idris Elahi in the foot in April of 2010. The article says that Holmes was trying to resolve an argument between two groups of teenagers and fired the shot toward the ground. Elahi is one of six people charged in the October 2010 slaying of 25-year-old Matthew Chew.

Lori there will always be public housing, mulit-family homes, good and bad landlords. My art comment was in regards to how this city spends is money. Rather than slapping a whale tale down town maybe a youth center, Boys and Girls club. Something to detere the youth of this city from selling drugs or walking around looking for something to do. And to assume that parents are always the problem is not even ignorant but rather stupid. We do not know the circumstances of the families in multi-family homes, housing projects. Single mom or dad forced to work 2 jobs due to today's economy. Single mother because dad bailed and or dad and mom bailed.......etc etc. Maybe rather we should use this blog to all figure out a way to help the youth of this city and ultimatly create a better place for us all to liver rather than degrade and slander. Use this blog to be proactive rather than reactive.

you hit the nail on the head. people are making this into something its not. not ONE thing said anything about drugs, and they wanna jump to that conclusion because its "young black men" from new london. Billy Bob or whatever the heck his name is is completely sickening. this coulda happened anywhere... theres nothing that makes me feel UNSAFE about being in new london, with my children.

Nope, not any more, I used to live just up the street from there and saw first-hand the number of visits made by the NLPD. If there wasn't a squad car out front, it didn't seem normal. But I got smart and got out, NL is no place to raise a family, as it stand now as well as then.

The color of a persons skin should not matter 2 black boys kill 1 black boy 3 white boys shoot up an entire school families are still torn apart, tragedy is still the bottom line................black or white it is still the same pain

Ann: I have very thick skin. I appreciate your thoughts. People who have no sense of how far this city has declined and why, expect everyone to accept drugs and crime and failed schools. They do not know that once New london had a larger population, successful schools and few violent crimes. New London once had safe streets and neighborhoods. How sad it is to read these hostile comments. Then again, we have fresh new faces and with no solutions that want to attack.

Clark Kent: This logic fails to address the reason why the crime and drugs and gangs are rampant in New London. Of course you cannot stop a person hell bent on doing something wrong, however, we are the host city to all of the regions ills and that is why we have all the issues. There is a huge difference in homeownership. I have researched this issue thoroughly. Just open up the sex offenders’ registry map and see were all the sex offenders live. They all live in apartments. There are few in New London's south end because the south end has far less apartments. Our schools may be taken over by the state. Unless our neighborhoods are stabilized things will stay the same. That's why I ran and that's what my four year plan was all about. If you do not like it or disagree, I totally respect your opinion. I stand firm on my plan and my analysis of the situation.

Lori Hopkins-Cavanaugh says that there are few sex offenders living in the south end of the city "...because the south end has far less apartments." That statement fails to address, entirely, the reason WHY the south end has fewer apartments and sex offenders and attempts to blame all of the criminal behavior and acts that occur in our community on residents and absentee landlords of "non-owner occupied multi family homes" while totally ignoring every single one of the social injustice contributory issues that exist throughout this community. Call it what you will but many posters, including myself, recognize Lori's theory for what it is.

Oh, but I do, and, yes I have many productive suggestions for solutions. One would be to make absentee landlords more responsible for the actionsof their tenants, to make them responsible for reporting to the City of NL as to who exactly is renting from them in exchange for free criminal information on said tenants. To have the police to start enforcing minimum appearance standards of the properties within the City of NL so that those residing there might start caring about their surroundings, so that they might fight for neighborhood conditions beyond mere aesthetics, to start reporting suspicious activities. Of course, in order to do that, you'll need to start insisting that more NLPD officers actually reside within city boundaries so that they will have more of a vested interested in the communities. That way when people report "something", it's given the attention it deserves. I don't know what the simple answer is for the two young men who perpetrated this, If he'd been in jail for their previously violent encounters, it wouldn't have happened, but digging deeper, why have they turned out the way they did? Don't we all know it's wrong to break into people's houses in the middl of the night? To take what's not ours? To threaten violence using firearms? To kill with those firearms? To sell drugs and carry massive amounts of cash so as to attract unwanted attention? To not take an interest in who we allow to live on our property so as to protect those in close proximity.

However, your solutions, like Lori's, address a problem that many professionals and people with common sense, intelligence and the ability to reason understand can, more often than not, be attributed to issues of disenfranchisement in many areas. This city, encouraged by people like you, can hire all the police they want, enforce all of the existing zoning regulations and keep calling for stiffer penalties across the board until the cows come home but, unless and until the root causes of the disconnect that exists in our community is addressed, ain't nothing gonna change.

AMEN Kathleen!!!! I think that alot of people do not realizie either that violence does exist in residental neighborhoods. Domestic violence which most of the time goes unreported until something tragic happens. Just because there are less people on the sex offender list in certain area doesn't mean they are not there. My best friend lived in a really nice little neighborhood, mom was a stay at home dad worked for the department of corrections. They attended church, participated in school functions, kept the yard all pretty. But....behind that nicely painted front door her father had been molesting her since she was 3 and mommy knew and did nothing. She finally moved out at 16 and reported him. He was given 6 months in a half way house, did not loose his job and moved back home when his 6 months was done. Hmmm and who would ever think a nice educated pretty little family in the quaint little neighborhood with the nice yard and minivan would be a wife beater and child molester?? They did put on a deck without getting a permitt!! Think that had anything to do with it???!!!!!!!!!!

Seriously? Does anyone believe Davion allegedly committed murder because he was disenfranchised? He couldn't make it to the polls that day? I am all about stabilizing neighborhoods by putting the working poor into renovated, multi-family homes to their economic advantage so that they will stablize neighborhoods and be the watchdogs 24 hours a day. Habitat for Humanity and other organizations are doing this right now. Are they nuts, Rachael? Do they have an alterior motive? It is fine to disagree with me and other people who want neighborhood stabilization, including, the Federal Government who is assisting these programs. But do you have to be so mean spirited?

Lori, I am so not mean at all. I am one of the most empathetic people you have ever not met. My mother says my biggest problem is I would give the shirt off my back to a total stranger and stand there freezing. Just realistic and well if you can't take the heat so they say.......and if I'm not mistaken your first comments on a murder article were in regards to zoning, not the victim or his family or his child that has been left behind or the mothers and family memebers of the boys who are suspected of commiting this crime but.....about zoning!!?? Ms. Cavanagh is the one who opened up this entire "conversation" with this 'witty' remark: "A three family house in a two family zone with an absentee landlord" Her second post was: "I wonder if the attic apartment was legal?" Yet she has the nerve to say someone else is "mean spirited". Wow....I only have 3 words for you Ms. Cavanagh and they're all 2-syllables or less so they should easily be understood, ready? Pot. after paying a buck per page for photocopys of public documents, i too reach for my keyboard before pawing my way through musty old papers. the future is here to stay, yet we continue to have deaths and plain old murders just like it was the in the 1700's. yet we now make a big deal out of every motive, implied comment, opinion or action, to the point of forgetting to set the noose for the perpetrator. :-D

the slow ooze of crime toward the southerly end of the city is indeed a signal to watch. while the crimes further south may be less of a violent nature (fraud, embezzlement, code violations, etc), they too slowly erode the integrity and value of the entire community.

Lori - I don't think you realize how you come across to people - both in these forums and on the debate stage. I just read a good fortune cookie fortune... "Rather than giving them a piece of your mind, give them peace of your mind." The good people of New London are not perfect. But no one likes to be judged, and you seem to have gone to a space that might have been used for healing and consolation for true victims and you used it to put forward an agenda - however well-intentioned that agenda might seem to you. You thought you were in a zoning committee hearing and you were in more of a funeral. i understand. Don't beat yourself up too much. My family's not always appropriate at funerals either.

I really just think that there is a BIG piece of the puzzle that is missing and his name is Davion Smith. And with out him it will be innocent until proven guilty. They still DON'T know who shot and killed Mr. Rosa. Get a grip people and read between the lines. And it has nothing to do with the landlord or politics. Just focus on finding this other guy. Thats all anybody should be posting is tips on findin Davion Smith!! This is ridiculous. This should actually be the last post. The papers should NOT let anyone post so the police can conduct their buisness without all this BS that is going on in these paper. Focus People!!!! FOCUS!!!!
