UPDATED: New London Officers Involved In Shooting Identified

New London police issue statement: no charges yet against suspect shot by officers

The state police investigation into whether were justified in on Ocean Avenue will likely take several weeks, a spokesman said Tuesday.

Lt. J. Paul Vance, spokesman for the Connecticut State Police, on Tuesday identified the three officers involved in the shooting. They are:

Officer John Michaud, a 5-year veteran of the department,

Officer Timothy Henderson, a 3-year veteran of the department and

Officer Justin Clachrie, a 3-year veteran of the department.

The three are temporarily assigned to administrative duty as a result of the shooting.

According to the city of New London website, Michaud is a canine officer in the department. His police dog is named Buck.

Vance said that investigators will gather evidence, interview witnesses and those involved, and then turn over the findings to the New London State’s Attorney’s Office.

New London State’s Attorney Michael Regan said Tuesday that he is required by law to look into every case of the use of deadly force by police that results in a death, and that the practice also applies to the use of deadly force that is not fatal.

In Saturday’s case, the suspect who was shot survived.

Regan said his office will look at the state police report and determine if the degree of force used was appropriate. He said if it is found to be inapproporiate, officers can be charged.

Vance said he believes the suspect was shot three times. He is in stable condition at , Vance said.

On Saturday night at about 8 p.m., police responded to a call at 1110 Ocean Ave., that shots were fired. Police said upon their arival they encountered a man who said he was the one they were looking for, and police said he then pointed a gun at them. Officers fired.

Neighbors identified the man as 50-year-old Kevin Kenny, a resident of the apartment building at 1110 Ocean Ave. They said he and had never been violent before.

Vance said New London police will investigate the incident of the suspect allegedly pointing the gun at officers and if there are charges to be filed they will come from the New London department. Regan said Tuesday he has seen no charges.

Early Tuesday evening, New London Deputy Chief Marshall Segar issued an email statement on the incident and the investigation. He said at this time no charges have been filed against Kenny (Segar's full statement is at the end of this story).

Vance would not say how many officers in total were at the scene, how many shots were fired in total, or which officers hit the suspect with bullets. He said that information will be released when the investigation is concluded.

The last officer-involved shooting in New London was in 1999. That suspect was killed.

Chief Ackley knows that Saturday's shooting is a tragic situation for the City, the police officers and Mr. Kenny.  She also confirms the names released by the State Police as those New London officers who were involved.  Officer John Michaud, Officer Justin Clachrie and Officer Tim Henderson all have less than 6 years service with the New London Police Department and are valued members of this agency.  Chief Ackley, and the entire department, support the officers and stand ready to supply any and all assistance to them.  All of the Officers are on paid administrative leave.  This type of leave is routine in these matters.  All Officers will return to work as soon as possible.  The Department and the officers are cooperating fully with the State Police investigation.  However, the Department will not comment on the facts, circumstances or aspects of the State Police investigation as the integrity of this investigation is too important to the department and to the community.  As such, it is prudent to refrain from comment.  Once the State Police, State's Attorney and our own internal investigation are concluded, then there will be a full disclosure of all records.   At this time no criminal charges have been brought against Mr. Kenny as we are still in consultation with the State's Attorney's Office.
