LOTS of water over the dam....

I moved to SECT in 1999 working for a social service agency on Hempstead AV.  Each afternoon I would take a walk through the neighborhood.  I noticed that on Federal Street, just about where it intersects with Prospect ST) there is a water leak of some kind that flows constantly down the street to the intersection of Huntington Street.  After two years I took another position, therefore did not have my daily walk through that neighborhood.  Almost 5 years ago, I moved to New London and have walked down this street many times....it is amazing to me that nearly 13 years later this water is still flowing!  It even has iced over the entire road at the traffic light at Huntington.  I wrote to the Mayors office via his FB page and in an email.  I never got a response.And it doesn't appear that anyone has done anything about this.  Where is this water coming from?  The street is often dirty and with continually running water it is just awful and I wonder what type of health hazard this could present.    Why is it no one has looked into this?  13 years!!! I wonder how long it was running before I moved here!  If it is from a home I would assume (though we know where that leads) that the home owner would want to reel in their water bill.  If it is a city main or city resource why isn't someone taking care of this.  It is a complete and utter waste!
