City Surplus

Did anyone read the article over at The Day and realize that the given line item numbers don't add up? Also, if I'm to believe the top line numbers, it would seem that THE ONLY REASON the city has an overall surplus for 2012-2013 is because of the School system responsibly running things. Perhaps the city should turn over the building maintenance budget to the board next year; they'd probably do a much better job administering it...
