3 districts, how come?

This letter to the editor of The Day started me thinking.

New London is divided into two house districts, the 39th represented currently by Representative Ernest Hewett (http://www.housedems.ct.gov/Hewett/) and the 41st district represented currently by Elissa Wright (http://www.housedems.ct.gov/Wright/)  and the entire community of New London is represented by the 20th Senatorial district currently represented by Andrea Stillman (http://www.senatedems.ct.gov/Stillman.php).

Why is it that the Democratic Town Committee in New London elects their members in 3 districts instead of 2 districts or at large since the city council is not elected by districts? How does the RTC do their membership elections? Why does is the city divide into 3 voting districts? The voting districts are normally divided according to the State House and State Senate districts.

 

How much money would be saved by having the voting districts mirror the State House Districts just like they should? The New London as small as it is only needs 2 polling places, one in the 39th district and one in the 41st.
