Five things to know for September 27

1. Partly cloudy throughout the day and evening, with sunrise at 6:41 a.m. and sunset at 6:36 p.m. The high temperature reaches 71 degrees..

2. The City Council has a special meeting tonight to determine whether to accept a revised budget and tax rate proposed by the Finance Committee. The meeting begins at 6 p.m. at City Hall.

3. The Board of Education meets at 7 p.m. at the Science and Technology Magnet High School. The agenda includes a report by the superintendent on advanced placement and CAPT results as well as several appointments.

5. Lancaster, Pa., became the capital of the United States today in 1777. The designation lasted only until the end of the day, thanks to a lack of lodging spaces for the Continental Congress delegates who had left Philadelphia due to a British advance. The delegates moved a short distance away to York-Town on the 28th.
